In fact, according to the old Metal Wolf Chaos director, Masanori Takeuchi, even says the whole thing was their idea to begin with.
Speaking at Gamescom:
"This whole project started with Devolver [Digital]. Devolver tweeted at From out of the blue, no pre-context, they just said: 'Hey, would you like to collaborate on re-releasing this game?' The project did not start from From Software, but it is interesting timing because of the political climate. A lot of people are fascinated by the President, what he does every day—both positively and negatively."
Metal Wolf Chaos stars Michael Wilson: an American President whose administration is in turmoil when his vice president Richard Hawk (can’t fault the developer for subtlety) gains control of the nation’s government and stages a coup against ol’ Michal. In retaliation, Michal gets in a special mech suit and begins his one-man battle to keep his country free and his administration in control. It’s the kind of crazy plot that would have been a pretty good joke in 2004, but in 2018 seems stupidly plausible: why wouldn't Donald Trump order special mech suits for his upcoming “Space Force”?
Regardless. I look forward to seeing what Devolver Digital decides to do with this.
