Jurrasica, a community administrator for the Bethesda.net forums, made a post Monday night announcing that BETA access will start in October, and expand slowly.
"Starting in October well be selecting people who have pre-ordered the game from a participating retailer to enter our B.E.T.A. We'll start small and grow over time as we prepare for launch.

To clarify, everyone who pre-orders at a participating retailer will be included in the B.E.T.A."
Considering the game itself releases in mid-November, this sounds more like a pre-launch tease than a genuine beta. Bethesda has a history for bugs, so any issues found will likely take more than a single month to properly resolve. I'm hard pressed to believe the beta will fix a noteworthy amount in time. But since the beta is locked behind a pre-order, this is a great way to incentivize preorders with an early peek at the game.
BETA codes were issued to any player that pre-orders the game, either digitally or through a designated retailer (Amazon, Gamestop, etc). Digital pre-orders will automatically be registered for the BETA, while retailer copies will have to be redeemed via a BETA code. We recommend checking out the Bethesda FAQ for more information on that process.
The BETA will start on Xbox One first, followed by other platforms.
Fallout 76 releases on PlayStation 4, Xbox One, and PC on November 14.
