The reason for the delay wasn't made clear. Originally promised before the end of the year, the crossplay feature is dubbed RocketID. Once launched, the game will allow gameplay between all platforms, "should we receive permission to do so."
This was in reference to Sony Interactive Entertainment, who only recently began support for crossplay, starting with the popular free to play battle royale game, Fortnite. It appears that integrating support for the idea is more complicated than it sounds, as the Rocket League dev team needs more time to make it work smoothly.
"We're working incredibly hard to ensure that it's as intuitive, stable, and polished as possible, before releasing it to the world. We know the wait has been frustrating for many of you who are eager for this feature, and we thank you for your patience as we continue to work on cross-platform support."
You may have thought "wait, I thought Rocket League already had crossplay." And in a sense, you'd be right. When the game came to consoles, it featured PsyNet. This allowed PS4/Xbox One users to play alongside PC players. The catch was that PS4 and Xbox players could not overlap. RocketID would support this naturally.
All that's left is to support Minecraft.
