Blizzard is always tweaking Overwatch for balance purposes. It's something they are going to be doing until the game is no longer supported. One early update fixed a problem with the sniper, Widowmaker. She did enough damage that a few body shots from afar could take down anyone. She quickly became a nuisance until Blizzard lowered her damage output. Then, she saw much less use after that. Now, though, Blizzard may have found a compromise.

She's in the middle here.

At first glance, that small tweak may not seem like much. However, it actually makes a lot of difference. It nearly halves the time it takes to pull up the sniper's scope. It may not seem like much, but each moment not spent on the animation is time spent tracking, aiming, and powering up the shot. Given, this change doesn't bring her all the way back to where she was, but it's definitely an improvement. I expect to see her much more often in Overwatch from now until her next nerf.
