Tom Clancy's Ghost Recon Wildlands takes place in Bolivia. Set years in the future, the entire country of Bolivia has been turned into a narco-state by the Santa Blanca drug cartel. While the game does show the country as war torn, it also captures the absolute breath-taking beauty that the country's landscape has to offer.
Regardless of their intentions, Ubisoft has found themselves in hot water recently as the Bolivian Government has expressed their concern with the game's depiction of their country, and have stated that they are willing to take legal action if necessary. The Bolivian government has filed a formal complaint against France for games depiction of their country, claiming that its "innacurate".
While the French embassy has yet to reply, this does bring up an interesting debate. Tom Clancy's Ghost Recon Wildlands is clearly set in the future, and does not at all depict Bolivia as it currently is present day. This issue reminds us of the challenges developers (rarely) face when creating a ficticious world set in foreign countries. While the Bolivian government is demanding that the French government intervenes with the games developement, it may be a little too late as the game is set to release next week.
Bolivia's Interior Minister Carlos Romero says that the games portrayal of their country is grounds for lawsuit, though he stated that they would prefer to resolve the issue via diplomatic resolution if possible. Ubisoft is standing by their project, stating that it's a fictional depiction of bolivia, and not a represenation of how the country is in present day.
Ubisoft states that Ghost Recon Wildlands imagines a different reality than the one that exists in Bolivia today, and hopes that the "in-game world comes close to representing the country's beautiful topography.
