We've seen it on PC for as long as I can remember. Do you want to play with the graphics set to Poor, or would you rather turn everything up to Ultra? Do you want to cap your frame rate at 30fps, or would you rather run it uncapped? You can turn off motion blur, sun shafts, resolution scale, whatever it may be. This is seen on PC because each person has a unique build and every build can handle certain things. There is nothing universal about PC gaming rigs at all. Consoles are designed the same way throughout production and each console has the same technology inside of it. So, why is the PS4 Pro now giving players the option to edit their resolution and fps?
This is being shown in the Tomb Raider 20-Year remake and it basically comes down to two different reasons. Number one, they want players to be able to customize their experience. If you like very fast-paced combat, you can turn the resolution down to 1080p and rock a steady 60fps throughout the entire game. If you prefer to look at stunning visuals, you can crank up to 4K and play on 30fps. If you don't have a 4K television, they have a third option which is 1080p with "Enriched Visuals" at 30fps.
The second reason they're doing this is because, well, they can. They have the ability to add all these different options to the game, so why not do it? If it means you can appeal to more fans and have higher sales, why not take the extra time to add in all these customization options that PC games have had for years?
