Since it's basically gambling.

Recently, China passed a law about video game loot boxes. The law, which likens loot boxes to gambling, states that developers now must reveal the exact chances behind item within. This includes pointing out every possible item within as well as the exact probability the game uses to decide what's in the box. Everything has to be revealed, even the properties and names of every possible item. That may not mean much for cosmetic items, but it's still a big deal.

I'm still going to get Overwatch loot boxes, though.

For games with loot boxes, like Overwatch, this means revealing these details to the entire world. There's no way this information will stay in China for very long. And when that happens, we'll no longer have to wonder why we consistently get gray garbage from them. The other opportunity is for these developers to claim that the chances differ depending on region. However, they will probably also need an answer for the "why" on that one.

Regardless, keep your eyes peeled. Sooner or later, you'll find out the exact chances of unlocking your favorite legendary skin.
