Yesterday, Bandai Namco filed a trademark for a mystery project titled "Pac-Man Maker". It's currently under review by the European union as of now. Bandai Namco definitely has their hands in a lot of different areas of the video game industry, so it's totally up to interpretation for where they will be going with Pac-Man Maker. Bandai Namco has not announced any project named Pac-Man Maker and just because they filed a trademark for the name, does not mean they will be developing a game under it.
Companies can file a trademark for a number of reasons, and in this case, they could be simply saving the intellectual property of this name or preparing for a game development later down the road. Either way, it is entirely possible that Bandai Namco will be developing a game called Pac-Man Maker, but at this point in time, we have no further details on the matter. Bandai Namco makes arcade machines as well as digital games, so this could very well be another arcade-only game since they have filed trademark for other Pac-Man arcade games in the past (Pac-Man Wild Edition).
Pac-Man Championship Edition 2 was the last Pac-Man title to come to PC, Xbox One and PS4 last year from Bandai Namco, so it could very well be time for a new rendition. Maybe we'll see an announcement for Pac-Man Maker in the future, who knows. It's definitely a possibility, but I wouldn't get your hopes up too quickly.
